The state government will pump an extra $53 million dollars into drug and alcohol rehabilitation.
The investment comes after deaths from drug overdoses increased by 40 percent in 2017 in Yarra council area alone.
The funding increase will see the number of publicly funded beds for addicts increasing to 420.
Coroners Court figures show that between 2009 and 2016, the average annual number of overdose deaths within Yarra was 23.7.
There is also be increased pressure on the government to provide a safe-injecting room in North Richmond.
