Victoria's police will soon be able to use deadly force when faced with a potential terror attack.

From January 1, 16,000 officers will be retrained on how to take immediate action, including shooting suspects, if it's required to minimise loss of life and specialist support is too far away.

A three year review into police responses to a number of international incidents – including to Sydney's Lindt Cafe Siege and the Bourke St Mall attack – found they weren't given adequate training.

Police will receive US style "Active Armed Offender" training with a $1.8 million virtual reality program simulating potentially violent scenarios including vehicle attacks, according to The Age.
