Water quality at Sydney's popular Coogee beach has improved following faecal pollution concerns, but a NSW government scorecard shows other swimming spots have taken a dive.

The annual State of the Beaches report, released on Monday, showed while 84 per cent of monitored swimming sites were considered to have acceptable water quality levels, three beaches - Terrigal, Avoca and Malabar - and 17 estuarine beaches are considered poor.

"Beachwatch's water quality monitoring shows that Sydney's beach water quality has improved dramatically over the last two decades," Environment Minister Gabrielle Upton said in a statement.
