Has Hughesy Been Spotted in a Photo From the 1920s!?

It would seem almost impossible for Dave Hughes to have been photographed in the 1920s so we are calling it, the uncanniest resemblance photo we have ever seen!
Spotted by Tony Martin at a Lithuanian Club, the facial features are almost identical to Hughesy. So, could this man be a very distant family member?
The actual man in the photo is Kazys Grinius, the third President of Lithuania, and held the office from 7 June 1926 to 17 December 1926.
