Charles Sturt University's Vice Chancellor has raised a number of issues with the Federal Government's planned Higher Education changes, saying it's particularly troubling that students will be paying more, while universities receive less.

Professor Andrew Vann says while there are some positives in the plan, like the retention of the Higher Education Participation and Partnerships Program, and the extension of the demand system to sub-Bachelor programs, the funding cuts are a concern.

He says while CSU understands the government's need to address budget repair, they're concerned that increased costs will be borne directly by students, at a time when the Government is also pursuing substantial corporate tax cuts.
