Western Australia will get a multi-billion boost to its GST share after years of seeing a revenue run-off due to a "broken system".

This means that by 2026/27, WA will be $3.3 billion better off under the changes to be detailed by federal Treasurer Scott Morrison.

Overall, the states and territories are being guaranteed none will receive less than 70 cents per person per dollar of GST by 2022.

"In WA they were getting down to less than 30 cents in the dollar per person for GST," Mr Morrison told Nine Network on Tuesday.

"The system was broken. What I'm announcing today is a plan to fix that."

The planned boost for WA is the most of any other state or territory in dollar terms.

It's expected to end the WA government's confrontations with the Commonwealth Grants Commission and provide greater certainty following the mining boom which, at its peak, resulted in as little as 30c in the dollar in GST revenue for the state.

State and territory Treasurers will meet in September to discuss the plan, with a final agreement expected by the end of 2018.
