An independent review has found that Phillip Island could break away from Bass Coast Shire and successfully form its own council.

Ahead of this year's state election, the Phillip Island Progress Association has released a report which calls on the candidates for the seat of Bass to support a review into Phillip Island becoming an individual shire.

The study was conducted by a local government consultant who analysed publicly available data to determine whether the idea is sustainable.
