Stirling Hinchcliffe has dropped a bombshell, quitting as Queensland's Transport and Commonwealth Games minister.

Mr Hinchcliffe said his decision was in the best interest of the Palaszczuk Government, and came as a damning report into Queensland Rail cleared him of responsibility for a chronic driver shortage that has caused a reduction in services and delays across the network.

Treasurer Curtis Pitt will take on the Commonwealth Games portfolio, making him the fouth minister for the event in three years.

Deputy Premier Jackie Trad will act as Transport Minister.
